The Collapse of the 28-Article Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the tension triggered by the presentation of a new comprehensive peace framework for ending the war appeared – briefly – to have been contained. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of aerial bombardment on Kyiv.

The Rhythm of Peace Talks and Military Action

The sequence of conflicting incidents captured the grim essence of the recent timeframe. By day, negotiation efforts are conducted: optimistic declarations are issued from different nations. Immense energy is expended on managing particular approaches. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the key method for achieving "settlement".

After-Dark Attacks

As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is capable of detecting rocket firings from enemy soil, a capability enabled by up-to-date information. From observation points, military aircraft that had been deployed to engage hostile cruise missiles roared overhead – modern combat jets delivered to Ukraine by European allies.

Moments later, Kyiv's anti-aircraft weapons activated: several firings deployed against a hostile projectile. This was a modern interception technology at work, most likely delivered by allied countries. Every launch shakes the surroundings, causing tremors. The moment of terror quickly transforms into sober acceptance: possibly the incoming missile won't cause damage this time, sparing the city from ruin and further power outages.

Continuous Dangers

Soon after, a heavy machine gun engaged a aerial vehicle somewhere nearby, part of a rapid response unit – almost certainly Western-made equipment. Unfortunately, the projectiles didn't strike the hostile drone – it continued its flight toward its destination.

Intermittently, this carried on until dawn. Kyiv awoke to the daybreak reports: seven people killed, destruction and utility failures in multiple buildings as a result of the night's assault. As always, everyone still went about their day – enduring hostilities. But those full day demonstrated Ukraine's critical military reliance on external assistance – a need that European nations are clearly incapable to substitute in the near term.

Failed Diplomacy

The comprehensive proposal from US administration generated strong feelings, controversy and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and international summits.

Every new approach from US leadership follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually secure success. This trend will, undoubtedly, endure.

Tactical Assessments

It is easy to blame certain parties of persistently promoting Russian terms. But that does not seem to be the entire situation. American leadership operates on a premise well known to experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration assumes that it is unfeasible to force Russia to abandon the areas that it already controls in Ukraine's occupied territories.

The problem is that while recognising this factual reality, Washington does little to deter Moscow, through words or deeds, from assuming that the current condition will not shift further in its advantage in the coming year.

Divergent Views

Therefore, Moscow is convinced that time is on his side – that Ukraine and its partners are coming close to fatigue. Their incentive to sign a deal that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's government remains completely certain in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing lives and land but preventing a complete military breakdown until situations evolve in its benefit.

Present Conditions

Objectively, there are no genuine requirements for a truce. Now, individual motivations are coming into play: leadership ambitions to negotiate peace and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unsuitable, so that their attention does not shift toward internal issues. And although their mission will now be considerably more difficult after current events, it remains quite doubtful that this will modify their basic position.

These two forces are driving the talks.

Summary and Prospects

It took a just a single week to terminate the 28 points of the current initiative. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, recent disclosures, all served their function.

While new plans based on established approaches are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are based on Russian demands and demonstrate particular unwillingness to alter the situation, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, primarily depend on ongoing international assistance.
